Yes it means free of any registered liens, it also means that it has no money owing on it. and that whoever is selling it to you owns it outright. In other words, all debts regarding the vehicle have been paid. Nobody can claim the vehicle after you buy it to cover any outstanding debts etc...

Clear title means no money is owed to anyone using the car as collateral. Salvage title means the car was totaled in a wreck
than fixed up. Salvage titles don't always mean the car is a bad deal. I've had some pretty good ones that have had salvage titles.
No title is a very bad thing. Filing for a lost title will cost you a lot of time, head aches, and money.

yes clear title means the title does not have any open liens or encumbrances against it. A title with an open lien cannot be transferred to a new owner.

yes, that's it exactly. clear title means the vehicle is owned by the seller, free and clear, meaning no monies owed to a third party lender. (they have the title in hand. it's not held by the bank)

It can mean two things... that it's clear of any lien holders (such as banks) and that it's not salvaged.
