There are several terminologies for this kind of activity whic actually depends on the purpose of the facility being built. If the caility is intended for production then it can be called overseas manufacturing facilities, or if hte building will be used for the purpose of an extension of head office, then it can be called overseas or foreign branch. Foreign facilities can sometimes be affiliates or sister companies.

This is called reinvesting the giant tax breaks that big company's get thanks to President Bush. Why construct facilities in the U.S. at American wages when you can built one somewhere else and pay $2 an hour wages. It's the American way.
