i need to get a new birth certificate before i can get a passport. all i can find when i look up birth certificatesis stuff on getting one for youe child not yourself, does it matter who i'm applying for?

I just wanted you to know that the person just above my posting gave you the right advice. You do have to have it done! My fiance just had to have it done because there was a problem with Quebec birth certificates issued before 1992. He needed to get a new one in spite of having his old one in fine condition before he would be given a Canadian passport. The process took just over three weeks, but you can apply to have it faster if you have to go somewhere. Hope this is helpful.

an expired birth certificate would be a certificate of death?

I know in the states birth certificates are kept in the county of the state you were born in and you have to go down and show some kind of ID and pay a small fee to get a COPY.. or you have to make some phone calls and stuff so they can mail it to you.

Birth Certificates don't expire.

Having said that I also know that they like doing things differently in Quebec so I wouldn't be surprised.
