Yes it is an ethical thing. However it also bleeds like hell so isnt a good place to get done.
I think a lot of tattooists dont want people coming back into their parlour saying "i cant get a job cause of this" even though it was their own choice to have a tattoo there in the first place!
If you have a lot of work done already most tattooists will reconsider it.

Most shady artists don't care where you have inked.Some of the mainstream artists do mind however if your heavily inked like me they wouldn't have any moral judgement it depends if your a tattoo newbie or not.The ink would only be effective through up to 4/5 layers of skin if you go deeper its like digging a hole and creates scar tissue so theres not much point.Generally i stick to between 2/5 layers of skin.You can tattoo anywhere on the body without much chance of dying.I love extreme tattoo work.

The back of the neck most artists will do, on the side and front of the neck is a different story. Apart from a moral point, there is also a safety aspect. You have major arteries that run down your neck. Even though a tat only penertrates 8 layers of skin, there is that risk of puncturing, still involved.

No the reason most people wont tattoo hands, neck or face is because of the fact they are very hard to disguise and it is said to be detrimental to getting a job however most employers are becoming more lenient due to the increasing number of people getting tattoos but also due to the decreasing social stigma which is attached to people having tattoos on their hands face and neck.

it's not a moral thing but a social acceptability thing. many employers would not consider hiring someone with visible tattoos on the neck. my tattoo artist will do them, and he has them but it is something that should be thought about fully before being done. some people are and always will be judgemental of those that are different.

The skin on the sides of your neck stretches more than other parts of the body. Plus, it is a pain in the *** tattooing a neck. Most shops won't do it, or they will jack up the price when they do it. Then skin is stretchy...and that means more skin to tattoo...

I don't know why, but i do also know that they will not do a belly button piercing on women who have not had children and want them as it will stretch when the belly does, i had my belly pierced twice and it grew out so i though i would Get a tattoo around it instead but everybody i have been to will not do it until i have had children : - (.
i was also thinking about getting a little something on the back of my neck but that's obviously out of the question now.

You will find a lot of tattoo artist will not tattoo, Face, Neck, or Hands. This is not uncommon.

One time my tattoo artist told me that he doesnt do it because neck tats are stereotypically "prison" tats and he just didnt want to help people put themselves in that type of situation, he said that he still wants all his clients to be able to get a job :) also its supposedly a dangerous place as well

Depends on the artist, being one myself there are some places I will not do them as well but the neck isn't one of them(your face or privates would be). Believe it or not people have sued over such things. You must live in the bible belt or something
