I'm sure theres a scientific explaination for why not but I can't think of one!
Well...apart from the fact that tattoo parlours would require an aenothotologist (sorry for the spelling!) to be present at all times, and they're quite expensive, which would push up the price of your tattoo to ridiculous amounts of money!

"Knocking someone out" is not that simple a process. Administering any form of anesthesia requires a medical doctor, preferably one who is experienced in administering anesthesia. The patient has to be evaluated for risk factors (such as high blood pressure, heart problems, breathing problems) and must be monitored by the anesthesiologist for the entire time and the recovery period afterwards to assure the patient is safe.
There are risks associated with giving anesthesia, up to and including death of the patient. While death is rare, it does happen, and I don't think that any ethical anesthesiologist would be willing to take the risk just so someone can have a tattoo.
The cost of the tattoo would also be enormous if you had to be anesthetized for the procedure. When my daughter was small, we had to have a dental procedure done that required that she be anesthetized because she was too young to cooperate with the dentist. It cost us $2000 for the anesthesiologist, who was not covered by our insurance.
Of course there's always the "John Barleycorn" or "liquid courage" form of anesthesia, which has been used by many people to overcome their fear of being tattooed. A couple shots of Wild Turkey (or equivalent) and you won't be knocked out, but you won't care anymore. I understand that it was/is a frequent occurrence of sailors to have a riotous time when they make port, and then when they sober up find that they have a new tattoo...and no idea where or how they got it.

because 'knocking someone out' requires very specific knowledge of anesthesiolgy. most tattoo artists aren't going to have that level of skill.
also, general anesthesia is always a risk and a doctor should always be on hand in case your heart stops or something else happens. you're not going to find that in a tattoo studio.
besides, the pain is part of the fun of the tattoo!

i'm fairly certain that in order to use gasses to put you to sleep the person administering the gas has to be a doctor or have a lisence because the gas is a drug. most doctors are not tattoo artists and i don't know of any doctors that would work in a tattoo parlor just to knock people out. PLUS if you're not brave enough to get a tattoo awake, then you don't deserve to have the tattoo. suck it up. hundreds of thousands of people have tattoos and they don't need to pain management.
tattoos are beautiful and painful and they are worth the pain.

I have 15 of them, and I didn't die.
If you're that worked up about it, I wouldn't do it.
But to answer your question, no.
I have certainly never heard of a tattoo shop that's got the equipment to knock you out while you're getting a tattoo. That's ridiculous.
Besides, if it was THAT bad, would every other person you see have a tattoo?? No.
AWWWW! Baby didn't like my answer, so they sent me a nasty little email.

If you are that scared of needles then simply DO NOT GET ONE. save the tattoo artists time for someone who can handle the pain. if they hurt as bad as you are thinking then how come SO many people have them?

If you are so afraid, you obviously don't want a tattoo that bad. I am deathly afraid of needles, yet have tattoos. And why? Cause I sucked it up and did it. It isn't that bad, but if you work yourself up over it, then it will be worse. Maybe you should just not get one.

Gas requires a medical license and an anesthesiologist trained to administer it. The price of the tattoo alone would be so much it would be out of reach for the majority who want them.

no you have to be wide awake so that way then you can't sue them if something happens. it is ok you don't even see the needle, just make sure you have something to eat before you go in and take a friend. a lot of places are really good about letting you have someone there to talk to and keep your mind off what is going on.. trust me they are worth it and it will be ok

Obviously the anesthesia question was answered, but I think a better question would be if you could put a numbing agent on beforehand, as there are such things OTC nowadays.
