For Shark, catch some smaller fish with a hand reel. Then put the small fish on a hook. Put the hook through the back near the tail fin (and be careful to get it through the meaty portion so you do not disable the fish too much) the fish can swim a little a look like easy food. Best to put a few fish in a row. Then trail it out behind your boat or wherever you are fishing with a chum bag.

I do a lot of surf fishing for sharks and have really good luck with medium sized stingrays as bait, rigged with several hooks and steel leader, and tail and barb removed. As far as sawfish go, check local laws, I know here in Florida you can't take them

The best bait I have found is also free for the asking. Go down to the boat docks where the guides and charter boats are with a plastic bag and ask the guys for the heads and scraps from the fish they caught, Tuna and barracuda being my top choices but about anything will work.
