Just tell her straight and honest.
"I like you!"
" I want to take you out on a date but I have to work out some details first"
That kind of honesty works because Women appreciate it.

my friend linzy cant drive either but she goes on dates. all you gotta do is be like hey meet me here at this time and then you got your self a little date.lol

ask her out. get your parents or older sibblings to drive you.
