Germany wanted to have a fleet equal to England. Germany wanted a worldwide colonial empire, but was it was a late arrival. Germany wanted to expand influence in the Balkans and the Middle East. Refer to the Berlin to Bagdad Railroad as an example.

These national goals were a spur to military preparedness and and put the country at odds with the agenda of it neighbors.
