It means "Peaceful Christmas"

(Rauha = peace, rauhallinen = peaceful, and rauhallista is a form needed in this case when you are wishing someone for example peaceful Christmas... And Joulu is Christmas as already pointed out, Joulua is again the form needed in this case).

So Rauhallista Joulua to all.
