a 20 yr old trans -am has been rode hard and put away wet a lot more than once. It also gets about 12 or 15 miles per gallon, you would be better off if you purchased a honda or toyota, and get a lot more hassle free miles than with a trans am

The car is not old enough to be considered a collectors car and not new enough to be worth anything. Have you seen the car?
It sounds like the interior needs to be replaced and the body needs bodywork, you are basically paying to buy the engine and transmission. You can get a good car for $4000. To buy this for $2500. you will need another $5,000+++ to get it running. if the inside and outside need work, Probably everything else will too. OBO means best offer so he is willing to sell it cheaper. BUT unless you are buying it to restore it and you have lots of money. KEEP clear. as for being a lemon, no it's a rotten apple.
It has NO book value any longer. The dealership I worked at would value it at $1.00. do not consider any car that needs restoration, needs work, needs a little TLC, or needs any type of MINOR work of any kind.
You can get a good car for $4000. remember it will cost to register, licence and insure it too.

Used cars cannot be classified as a lemon under the 'lemon law'.
OBO usually means "or best offer"
Check out Kelly Blue Book for the recommended price.
Sounds like you could offer the seller between $2000-$2300 and they might take it (OBO) so that would save some of that $4000 you have because it sounds like you will probably have to do some repairs on the vehicle.

That's about the right price for one that is in good condition. I wouldn't pay that for one that needs serious restoration. Keep looking, althought it may be hard to find one in really good condition for that money. OBO means "or best offer" meaning the guy would probably be willing to take 1500-2000 for it. Still not worth it in my opinion.
