#3 and #4 are primarily at fault. The insurance companies may try to put some negligence (meaning fault) on car #1. Car #2 will not be at fault whatsoever.

depends on the state
20 years ago in Indiana my brother hit a car he was in the back and at fault. 5 minutes later the cop turned the corner and another car came behind my brother and hit him. That third car was found at fault and had to pay all damages even though he did not cause my brother to hit the first car. how fair is that
Yes the cop even seen that there was only two cars involved to begin with but the third car hit my brother before the cop got there

Well it is the 3rd car fault first and the 4th car 2ndly and both were driving too close and fast to each car which they all should have been paying attention to the road. However, because of the car that was parked in the middle of the road should have somehow had their hazard lights on, and took the car to the side of the road. Luckly no one was hurt, I hope.

I had a friend in a similiar situation. Basically what all the insurance companies did was go after the person who actually hit that particular car regardless of who's fault the entire accident was (the guy parked in the middle of the street).

the third car & fourth car for failing to stop. you must keep your distance from the person in front of you. I had the same thing happen to me. I was in the 2nd car. I did not hit the first, however the fourth car hit the third which hit me etc. the fourth car was charged.

Third car and then fourth car would also be held partially at fault because he hit the third car.

Number 3 pays for #2 -- #4 pays for the rear of #3, front of #2 and rear of #1. Number one is not at fault -- I think...
