Chocolates, especially something like those Queen Anne cherries (I think they are like $4 a box, which seems like a lot to most people.)
A couple years ago I did a Secret Santa by mail thing with about a $5 limit. I bought a package of every flavor of M&M availible (plain, peanut, almond and crispy) and my target seemed happy.

Otherwise, lottery tickets might be good.

$5... wow... that's not a lot. Have fun! I had to buy a secret santa gift this past weekend and my budget was $10. I had a hard time.

Why don't you get a gift certificate/card for a coffee shop?
