Spell again: tiehierf means nothing at all.
For the rest I agree with the above answers:
A hidden agenda (order of day) remains ...

I think it might be a saying that means "if you keep your plans secret you'll be free to do what you want..." (ok, maybe it just means a hidden agenda stays free...which makes not much sense)
