Yes, add the sugar a little at a time, tasting each time until you get to the flavor you want.

I had this question once before. I had used too much red chili powder from India, at the time I was not familiar with it. I used 3 tablespoons in the recipe and should have used about 3 teaspoons. The way I neutralized it was I mad a fresh batch of chili and seasoned it with the batch that was too hot. I actually had to make a full recipe no seasoning, and then aadded the old chili. It was still hotter than what I was used too.

Ask The Chef has the right answer. Nothing can 'neutralize' the heat. Tomatos will help a little, potatos will do nothing. Sugar will only give you a sweet hot.

I do add about a fourth of a cup of sugar to mine but i do it for the flavor. Using mild beans and less chilli powder/mix should make it less hot. Also, if you use tomato's make sure they don't have chilli seasoning added. One other thing would to be use more tomato jiuce to kind of dilute it a little bit.

Depending on the consistency, you can add tomato sauce or tomato paste, or even canned tomatoes. Do Not add vinegar - it brings out (not takes out) the heat.

cheese brings it down alot and adds a good flavor to it =] dont put blocks of cheese though! get a packet of shredded cheese, it works fine. If you like sour cream you can put that in also (but not alot! just a little dab)
i like mine spicy =]

sugar will give it a sweet dast that will hide the spicy taste a little but if its really spicy it can have a creeping affect where the more some one eats the spicier it will taste so i would also try adding a little tomato sauce or paste
