I am not sure what it means in TKD as it is a Japanese word and TKD is a Korean style.
In Japanese DO translates to "The way of"
It refers to more than the training. It is a way of life.

it means "way" or "path" in most Asian cultures.
Such as in Judo (in the Japanese culture) means "gentle way", Tae Kwon Do (in the Korean culture) means the "way of the hand and foot", Jeet Kune Do (in the Chinese culture or more to the point, in the Cantonese language; since Mainland China has three major languages) means "way of the intercepting fist".

Good question. It comes from the Chinese Tao or Dao. It is impossible to translate into English. It is the way we live, our code of values, a spiritual path.
