Is this person threatening you? Or harming you, your reputation, or well being? If so then your answer is yes. If this person keeps following you to talk to you, that could be deemed as stalking. If you've asked this person to leave you alone and they still bug you, then yes you can file a restraining order against them.

What state are you in? As far as I know you can't get one against someone who talks alot. The only way I know you could get one is if he's physically threatens or voices a threat towards you.

Well, i guess if he is harrassing you it could be pulled off. Just make sure you have someone witnessing you clearly asking him to leave you alone. Then your in the clear, but it is a pain in the bum process to go through. Try punching him in the face.

I know people like that just tell them to sign his name at the bottom of a piece of paper and then write whatever you want at the top and then say haha you signed it touh luck buddy
