I was supposed to brush them with milk and spread a fourth cup over the top-but I mixed the sugar and milk in the batter

Remember the story of the origin of Toll House Cookies? :>) You should be fine--and who knows, maybe this little technique will make them better than original! Biscotti is very forgiving. Don't start over!

Dont worry about the milk on top.
If they are still too damp when they come out, flip them over and dry a bit longer on a very low temp.
They will be fine.

It might get a bit dryer, but biscotti is dry anyway, so....
