Actually two is fine. The earth spins on its axis - the north and south poles. In WW 2 the Axis really centered around Germany and Japan. Italy was a bit player in the war as an enemy and Germany spent more time bailing out Italian military foolery than Hitler wanted.
Bush's use of the "Axis of Evil" included 3 (North Korea, Iran and Iraq) but it didn't need 3.

Just beacuse other countries are afraid that the U.S is going to see them as the next target for imperialism, and want to defend against it doesn't make them evil. The U.S funded Iraq to fight Iran, now the U.S is sitting on their border hunting Iraqi oil...who is the next target Iran...thier solution nukes make the U.S's flunkies take the beating (Israel.) NK is the same thing they have been invaded before so if the U.S decides to finish the job then they can nuke Japan, a large U.S trading partner to cripple or at least hurt the economy.
In other words the U.S is all 3 on the axis of evil
