You cannot spot reduce any area of your body. You must do cardio, and some tricep exercises would probably help. A good one is holding a weight over your head and releasing it down and up ... just search for tricep exercises. But you have to do cardio to lose the fat under the skin.

You can't just loose weight on your triceps (the back of your arms) it's impossible. But you can tighten them with dips, kick-backs, push-ups, and a variety of other exercises. I'd check out some online websites like shape.com to look for triceps exercises.

they are the triceps and you need to do total body training as spot reducing does not work.
