The most romantic restaurant I ahve been to in NYC id called "one if by land, two if by sea" It is awesome, you'll be sure to have an incredible time! Check out their website, although the website doesn't do it justice....

go out to eat at a lovely restaurant you would not eat at otherwise...a fancy one and then when the clock strikes midnight, kiss and tell him how much you appreciate each other and then have sex. have fun. happy new years eve 2007
