lol..you need to make a scan(high resolution 1200 dpi) from a real one and then clean it up(remove all text) and make template in photoshop..

p.s. it's illegal to make fake ids and you can get in jail for that...

Pretty much any software that does graphics. I would use adobe photoshop cs 9 and then look for a template online.
