I'll add these to Amy's One Model Place, they are www.modelmayhem.com, www.musecube.com, and www.modelplace.com. All of those will allow you to hook up with a photog on the terms that Amy mentioned. It can be an effective way to get some quality pics without having to shell out anything but time.

Try visiting onemodelplace.com. This site has many photographers as well as models looking for work. Chances are, you will find a photog in your area. Many photographers are looking for TFP/TFCD work, which means time for prints or cd. Basically, you are giving your time and he is giving his time, therefore it helps out both of you, and neither of you will be paid. You will usually be provided with prints from the shoot. Photographers do TFP for test shoots, portfolio building, and sometimes just leisure. Hope this helps.

just go to an agency and try to get signed and then go get pics. You could go to any place to get pics. Good luck with that!
