There are a few things this could be.
Many cats have a "spot" that they don't like touched. For most cats, this spot is somewhere on the tummy, but it can be on the back or anywhere. If your cat attacks you when you touch a certain area, avoid that spot and you won't get attacked.
Cats often "attack" in play. My cat, when in a particularly good mood, will catch my hand in his claws or teeth and bat it with either front or hind claws. The hind claws can be painful, as this is the motion cats instinctively use to disembowel their prey and it's very powerful. Luckily for me, my cat's very old and has learned not to extend his claws when he's playing -- when he was younger, his playful attacks could really hurt!
Your cat may see the motion you make as agressive. When you give her affection, bring your hand in front of her and move slowly so she can clearly see that you are moving to pet her. This avoids any possible instictual attack caused by surprise. It also tends to avoid "play" attacks, as it's not a quick, playful motion.
If this is a recent development, especially if she was very recently spayed, she might be associating you with an unpleasant experience (such as the operation). Give her loads of love and gentle affection and she'll come around.

My neutered female tabby does that too. It's a signal that she's had enough. She also tries to show some affection but doesn't know how to. We got her from adult and we suspect she wasn't socialised properly as a kitten.
Also, female tabbies have a tendency to be a bit feisty!

Cats in a wild lifestyle do this as well, it's not always attacking. Playing and submissivity are a big part of this!! If you ever watch on tv a lion family, you will notice this. They will go over and rub on each other and lick each other, and then it looks as though they start play fighting! Its perfectly natural! Think of it as a way of your cat showing love to you, even though it sometimes can hurt! They are identifying you as part of their family, they're pride, they're pack...etc!

Cats have strange behaviours, both my cats lay on there backs wanting fuss and attention and as soon as my hand goes to stroke them and give them fuss, they start to pad my hand with their back paws, and grab hold of my hand with their front ones and start to 'bite' my hand (which is not really biting but just more off mouthing). They do this just as play, and for animals all play is practising skills they need such as hunting, self-defence and fighting. But in this case, like with mine, it could be play for hunting. Because what I have just described is what they do to prey when they catch it.
I wouldn't worry to much unless it really gets out of hand then you will have to let her know the boundaries.

When cats do this it is because they get so overwhelmed with the affection that they dont know how to react. It is nothing against you personally!

Mine does that ...its like she wants your attention but only for as long as she says...I put it down to there feral in her....but when she wants to be affectionate she is....however you ignore her at your peril
