Absolutely!

I have a female with epilepsy and she was just spayed last year. The vet did take extra precautions with the anesthesia, but it was a smooth procedure otherwise. I do think it has helped some with my dog!

Yes, but check with your vet to see if your dog has an incresaed risk from general anaesthesia due to the epilepsy. It's an especially good idea to have it done to prevent accidental mating as epilepsy can be hereditary.

Yes,epileptic dogs can go under anaesthetic but the vet does need to know about it if they don't already. In fact if your dog is female then the fits are often worse when they have a season so the surgery can help control the fits and sometimes stop them.

Yes. Obviously there are risks with any animal that has to go under an anesthetic but your vet will discuss any concerns he may have with you.
