It varies, but in general, you get what you pay for.
Keep in mind that you want to look for health screening on Border Collies. Hip dysplasia, PRA and epilepsy are all problems in the breed. Also, you want to see the parents. I have seen far too many Border Collies with crappy temperaments - and they came from Border Collies with crappy temperaments! Border Collies should be alert and sensitive, but not skiddish or overly shy. They should not be aggressive.
The problem with buying pet shop pups is that you can't check these very important qualities! Look for a breeder locally. Check for AKC (show) and ABCA (working line) Border Collies online. And if your heart is not set on a pup, consider Border Collie Rescue. They have way too many Border Collies without homes. Locally, I see Border Collies in the shelter all the time - nice ones too!
I have owned 5 Border Collies - 3 rescues and 2 intentionally purchased from good breeders. They can be a great joy or a terrific nightmare so do your homework!

Depends on if you want purebred or dont care. Just remember they are herding dogs and like to run. My retriever/ border collie mix is full of energy. She can run forever. Good luck

It depends on many things. It depends on whether or not you purchase the dog from a pet store or a breeder. It depends on whether or not the dog has AKC papers....and if the dog/puppy has AKC papers, whether or not the papers are full or limited registration....full registration means that you can breed that dog and register future litters that the dog produces. Limited registration means that any litter that the dog produces will not be eligible for AKC registration. It also depends on the dog's/puppy's bloodline....is it coming from champion stock or are you just looking for a pet? I spent many years working for the American Kennel Club and one thing that I will recommend is that you not buy your dog from a pet store and that you buy your dog from a reputable breeder. Be prepared for a dog that is full of energy and likes to herd....it is bred in the dog's nature....it is there whether you want it there or not. I have a sheltie and you can clearly tell that she has the herding instinct in her....I have owned three other shelties and they all have had some herding quality in them. Just be prepared for that because if you try to take away their herding instinct, you just end up with an unhappy dog.

Check and see how much your SPCA charges. I WOULD NOT get one from a pet store because those dogs have nothing but problems. I would not pay less than $800 for one from a good quality breeder.
