I'm assuming you're talking about the $100 SEVIS fee. Those fees are used to keep up the websites and help keep up the database for the Port of Entry officers. This also makes the whole visa application go faster since now we can do so much visa work online/on computers, rather than submit everything via snailmail.

Actually, I wonder about things like banks -- or embassies -- that get tons of money from the government, from interest, from who knows where, who insist on charging people a per transaction fee, which must be cream and gravy over and above real operating costs. So my bank makes a ton in investments and interest, and turns around and charges me a $2.00 "out of system" ATM fee.
Who pays the office workers who do the processing? Where does their salary come from? Why is another $100 tacked on necessary?
Just another goverment gouge. Maybe you DON'T want to leave your country for a pirate-rape country like the United States.

Someone has to pay for the time, effort, and supplies for the visa. Why should America have to pay for something that someone else needs.?

THE HUNDRED IS THE NON REFUNDABLE PROCESSING FEE. IF YOU CAN'T UNDERSTAND THAT THEN THEIR IS NO WONDER WHY THEY DON'T LET YOU INTO THE COUNTRY.
