Yes, technically a citizen who is eligible for firearms can apply for a special Class 3 BATF authorization to own a machinegun. In reality the requirements are so stringent, that no one can fulfill the requirements. The major requirement is that the chief law enforcement officer in your locale must co sign with you. I know of no chief of police, or sheriff who would be willing to do this for you, if you are just an ordinary citizen in his jurisdiction.

Well anyone can own one. But you need a special permit because I know of some rich people that collect different types of guns. Including full automatic weapons.

Yes you can but with certain certification. Due to George Bush's recent delay in renewing the bill that prohibited the possession of full auto weapons it is now legal to own such fire arms but with proper licensing.

Not if it's semi-automatic. It is illegal in America for any citizen to own an automatic gun of any sort. You must be in the military to use one.
