Did you ever stop to think that maybe something bad happen to her in a basement early in her life? I deal with that same thing to, but learned to understand why she won't go downstairs.
In time she may open up to you and tell you a reason that you can except. In the mean time, be a man and get what your girl needs from the cellar.
