It depends on which model Philips DVD recorder you have. It usually involves pressing a special combination of buttons or flashing the firmware inside the player with a disc burnt from your computer. Look at this site for your model and instructions on how to do it:

it may be possible, you can get discs that make DVD recorders multiregion, but some makes have a chip that must be replaced. discs cost about 10-20 quid.
