The person on parole is not even out yet but he will be in like a month or so.

Somebody is breaking their probation and could be in a lot of trouble.

I would depend on the conditions of parole / probation. The first person I'd ask would be the probation officer.

Since I don't think that "unpaid tickets" qualifies as a felony, the one family member isn't a "felon", so it might work.

I can tell you that such living arrangements don't bode well for a successful rehabilitation for either one.

Legally one who is on probation (or parole) is technically not supposed ot have contact with any type of felon, someone on house arrest parole or anything of the like. It's told to them when they talk to their parole/probation officer. Having contact with such people results in them going against their parole/probation and could have those privaledges revoked possibly resulting in jail time.

My best advice would be - keep them both away from each other for their safety and the sanity of the family. If you don't want to start any troubles down the road financially, mentally, physically, or legally, it's best for both of them to live separately and get their lives together. Even if they get along; let the legal issues pass first.
