I am a civil engineer . It is too expensive to go to grad school in USA but if you are willing to study in another country there are full scholarships available . I am doing my PHD right now and maybe I can give you more info . Just send me an email and I tell you more .. tinatoronto2000@yahoo.com

Normally for phds the cost of tuition is paid with a monthly stipend. So you don't need to worry about the money. But to get into top programs it's going to be very competitive especially for internationals. On the other hand if your a minority from a country that doesn't send too many students over it might be a bit easier. If your worried about costs make sure you apply to some lower ranked programs in case.

That depends where you go and what your level of skill and commitment is. A good rule of thumb is 20,000 US/year at a state school and 40,000 US/year at a private one for graduate studies. However, there are a lot of scholarships available. A bachelore's is 4 years, a masters is another 2 years, and a Ph.d is another 3 years. Hope this helps.
