Well, that depends on you, actually. If you can do so, there's nothing wrong with it, but why would you want to?
If you exercise on an empty stomach in order to lose weight, then you won' t achieve your goals. That is, you won't lose more by working out on an empty stomach. When you do or do not eat makes no difference to either your weight loss or your endurance. It might make a difference to your your exercise ability, depending on the level of intensity. Walking, it would make no difference, as long as you don't walk oh, 13 miles, say. Running, however, takes so much more energy that it would do you good to eat something before you run, otherwise you will tire quickly, before you achieved your cardio goals. If you're walking very briskly ("extreme" walking?), a little something before can actually be helpful.
I like a peanut-butter open-faced sandwich and a cup of green tea before I run my 7 miles. That works well for me. A lot better than not eating anything, anyway (which I tried for a while). I can run the whole way without feeling out of energy, which is different from feeling the normal fatigue of a run. You know that "low blood sugar" empty feeling? I would have it if I didn't eat before. If you can avoid that in your workout you're doing OK.
What really matters is not when you eat but how much you eat during the day. If you eat more than you burn, it doesn't matter when you do it or how far you walk. You will still gain weight. On the other hand, if you eat sensibly and well and walk for an hour, it isn't going to matter when you eat it, before or after. Your comfort level will determine what is right for you. If you like to eat three peices of dry whole-wheat toast an dcarry a quart of water with you when you walk, by all means do so. If you'd rather eat a bowl of Shredded Wheat or oatmeal after you walk, then be my guest. You'll be the better for it whatever you choose to do.

when i do my cardio I dont like to be hungry but if I eat right before I run I get major cramps. So I think its better to do cardio like 3 hours after I eat.

With low intensity empty stomach is ok. Otherwise you should "fuel up" at least a little to avoid breaking down muscle.

I work out on an empty stomach sometimes too... but I like to drink water before and during my workout.

that doesn't sound like much cardio to me..... anyway, it's fine. especially if you're just walking. keep some water with you. if you have zero calories in your tummy when you work out, you could become fatigued quickly, get dizzy, or lose balance. because you are burning calories in your muscle then if you don't have any fat to burn.
