Homeland Security in the US Consulate Office in Guangzhou China has made up a special requirement making it impossible to even do the paperwork for my wife.

It is a matter of immigration. Just because one spouse is a US citizen does not mean that the "foreign spouse" will be able to apply (right away) to immigrate to the USA.

Here is a fairly simplified explanation of the procedure: The United States has immigration policies which allot quotas of "incoming immigrants" to different countries, and those quotas are then separated by categories. One category might be "worker in high-tech," another category might be "Arabic language specalist," another cateory might be "foreign spouse of US citizen," etc. etc. In technical language these quotas are called THE RULES OF CHARGEABILITY. Each incoming immigrant is chargeable to his/her country as part of the total quota from that country (or "geographic area"). When the quota is used up for the current year, then no more applications can be accepted ........ either that or a fairly lengthy "waiting time" is specified.

Another factor which complicates matters for people marrying PRC spouses is that there are a lot of "marriages of convenience," where (as in many other Asian countries) the "foreign spouse" has an ulterior motive in mind, and is not really marrying the US citizen because of mutual emotional and physical attraction. This is a common problem in many areas of the world because many people hope to come to the USA to live and work.

Also, remember that the USA is burdened by the fact that US citizens do not carry identity cards. Hence, it is relatively easy for a foreigner to enter the USA and then "disappear." Even if he is stopped for a police check, the police are not going to ask for an ID card. (At the same time, a "driver's license" is fairly easy to obtain in the USA, and some other types of legitimate or semi-legitimate IDs can be purchased ..... )

This is different from China where everyone has ID cards and the police can sort out illegal immigrants fairly quickly ......

Hence, what this amounts to saying is that in regard to "inbound immigration" ........ the CONTROLS inside the USA are fairly weak. In order to compensate for this, it often appears that the US government does its best to give people wanting to come in a very hard time ......... (Mexicans excluded, because they live on "contiguous territory" ........ )

Marriage to a foreigner doesn't guarantee a green card. It enhances your chances, but there is never a guarantee.
