It works like this...

Pretend that you have a glass of water. Now you put a straw in it. Why does the straw appear to bend under the water? Because light is refracted (bent) at different angles in different materials. When the light moves from the plastic to the water to the glass to the air, it is bent at different angles and so the platic straw appears to be bent.

Same idea with the lens doctor liquid. When it dries, the polymer left behind has the same refractive index as your lenses. So, when light used to hit a scratch and be reflected or refracted off of the edges of the scratches, the light will now pass through just as it does in the undamaged portion of your lens.

It's a clear polymer with a bonding agent. I use it. Good stuff.
