If by not having a license you mean you didn't have it on you (but are legally licensed), then that is the equivalent (in most states) to a minor traffic citation.
If you mean you were ticketed for driving and have no license or were driving on a suspended license), then that is the equivalent of a DUI or other major violation in most states.
Your insurance rates will go up either way, unless your state has some restrictions on surcharging for violations.

Yes but it all depends on where you live. It also depends on whether you are driving without a license becuase you left it at home or becuase you just dont have one.
I can only speak for NY. If you dont have a valid license then it will be points against your license and your insurance will be going up(expect it to stay pretty high for the next 3-4 years). If you just left your license at home, then all you have to do is send in proof that you have a license and maybe pay a penalty.. but it wont affect your license or insurance.

Do you mean simply not having your license on you at the time or not having a permit to drive at all?
No license i.e. no in your possession at the time, usually doesn't have points attached, but you could have some potential difficulty in that it is generally speaking ones only form of legal ID
No Permit. punishment can be quite severe. depending on the jurisdiction, it can mean anything from large fines, prevention of the privilege to drive to jail time. And when you finally can drive, your insurance rates will sky rocket!
