I don't think so. If you get charged for incoming texts, contact your cell provider and see if they can block him.

THIS IS AN E-MAIL FROM MY SUPERVISOR. JUST A HEADS-UP IN CASE YOU DIDN’T KNOW THIS ALREADY. SEE HIS NOTE IN BLUE BELOW.
Subject: Cell phone - Do Not Call Registry
FYI....Soon, all cell phone numbers are being
released to telemarketing companies and you will start to receive sale
calls. YOU WILL BE CHARGED FOR THESE CALLS.... To prevent this, call the
following number from your cell phone: 888-382-1222. It is the National DO
NOT CALL list. It will only take a minute of your time. It blocks your
number for five (5) years.
OR GO TO:
www.donotcall.gov
IT’S VERY EASY TO DO FROM THE LINK ABOVE IF YOU DON’T WANT TO CALL THE NUMBER.

You can register on the national do not call list but if you solicit the services of a company they have the right to bother you. You could of signed up for some stupid thing on the net that gives them the right to make sales calls. I haven't heard of anything about text messaging on the do not call list. All you can do about that is find out what company is doing it and try to get them to stop by going through them or your service provider.

Only if you have registered with the 'do not call' for cell phones, which has just started. Otherwise you will get sales calls from telemarketers on your cell phone.

Go to www.donotcall.gov to register your cell. That makes it illegal for them to call you. I don't know if it's illegal for them to text you, though. Is there any way to see who's texting you before you open the text? I know Verizon lets me do that on my new phone...
