Back off immediately.Never go after a taken guy or girl cause it just wrong on so many levels.And how would you like it if someone stepped up to your significant other?

Drop any thoughts of getting them. How would you feel if another girl was trying to take away your boyfriend? Not so happy I'm sure.

I'd do nothing (other than perhaps get to know them) until they were single/available...

...I wouldn't want to get with anyone that I could take them away from their current partner, because that just means someone else could come along and take them away from me...

Don't do anything. They are attached to someone else and you don't want to be 'the other woman'. Be friends but nothing else. Respect their relationship and don't touch.
