The best "low" impact exercises is walking. However, you must reduce your calorie intake. Reduce your portions, don't eat as much but eat what you like. Then walk, and don't stop walking even in the winter. Find a mall or something indoors so you can stay on track. Good Luck.
btw. In one year of walking and eating smaller portions, I have lost 45 lbs.

Well, as far as the "fast-ish pace" goes, you have to keep in mind what's healthy. Two pounds is a recommended amount of weight to lose within a week.
The most effective exercise plan combines stretching, cardio, and resistance training (anything involving weights, pushups, etc.). The cardio is what helps to burn calories. Walking, jogging, cycling, aerobics, and so on are good things to do 3-5 days a week. Resistance/weight training is for your muscles, which in turn, builds your metabolism. The more metabolism you have, the easier it will be to lose weight. This should be done 2-3 times a week. An effective diet and remembering to stretch before and after workouts are also extremely important.

Body building exercises will not bulk you up unless you are eating 2-3x's your body weight in protein. Lean muscle causes fat loss and you need to lift weight to build muscle. You should also be eating 5-6 small healthy meals a day. This increases your metabolism and digestion actually burns calories. You need fats and calories to make your body work right. You need carbs also but they need to be good carbs. Green leafy vegis are good for that. You should stop eating carbs about 4 hours b4 bedtime except for the green leafy ones. Just clean up your diet and you will see drastic changes. And 30 min of walking a day will also do wonders. Good luck and I hope this helped.

I like to run and it helps me lose weight faster and tone up my legs. All you have to do it jog about 15 -20 minutes a day. If you cant start out doing that much just jog as much as you can and slowly build up to it. Sometimes just exercising isnt enough to lose weight you have to lower your food intake and eat healthy. Eating about 5 small healthy meals a day will raise your metabolism.
