When a police psychologist is part of a negotiation team what is their role. Is it possible for them to be the primary negotiator?

It might be different in other states, but around here we don't have police psychologists. Our negotiators are either trained SWAT members, or mental health officers.

I would imagine nothing during a hostage situation. There would be no need for them during it. After they would there for officers who had to shoot the hostage taker or are distraught. They have victim services who take care of the victims but they wouldn't be able to get to the victim while they were being held hostage. The suspect wouldn't allow it to happen.
