From infancy to death, the human that is not exposed to any sound will develop a rudimentary simple language. It will be composed of 7 "words". These words will be sounds that represent GOOD, BAD, PAIN, COMFORT, SADNESS, FRIGHT, CONFUSION. (there may be more or less words, but they will have simple meaning) Within these defined words will be variation of degree of feeling. Depending on the person's IQ, some syllables may be put together and assigned to something familiar.

The reason why a language would develop is because the person's body will automatically use the vocal cords. (You know how hard it is to yawn in total silence?) Although the person will not know why they are making a noise, they will know how to do it.

Even a mute person can grunt, unless the vocal cords do not work.

Well, what you describe is basically deafness. The way kids learn to speak is by hearing others enunciate the words. Deaf kids can still learn to speak by holding their hands against the throat of the speaker. They may sound different than "normal" but it is a big accomplishment! Think of Helen Keller who was not only deaf but blind as well. She was able to learn how to speak even though her world was dark and silent. Hope this helps

They will form cooing sounds, and be able to talk gibberish. However, as they are not exposed to any language, they won't be able to speak in the language sense of the word, no.
