I hear it used in different contexts (sports, relationships, etc)...what does it mean?

Getting one over on someone, hoodwinking them, pulling the wool over their eyes. all similar expressions.

Basically making someone think you're going to do one thing, and doing another.

Cheating.

If a guy/girl pulls the okey doke, they are trying to play you for a fool, and basically get over on you.

If I tell my boyfriend I'm going to a girlfriends house for dinner, and then I come home and immediately grab something to eat, and say I'm starving, after supposedly coming home from a dinner, I've just tried to pull and okey doke, hopefully he's not a moron and caught that.

The "okey doke" is when you mislead and trick someone. Make them think one thing to set-up something totally unexpected.
