Its free to the end of the road works where your private recovery people (AA/RAC etc) will normally pick you up and take you the rest of your way.
If you dont have recovery cover the the pick up truck HAS to get you off the motorway.

Free Recovery is provided by the maintanance contractor to stop all the recovery service vehicles entering their works and possibly endangering their own workers. All they are required to do is take you to the nearest safe place - could be services or the next junction. From there you should use your own breakdown company - if you ask them to take you home they are entitled to charge between £2-£5 per mile.
