My sister has been seeing this guy who she says they both agreed to not be intimate with each other for at least a year. Well last night he called her and told her he couldn't wait that long and he thought it was best that he stopped coming over and talking as much to her on the phone. He also told her that it wouldn't be fair to her if he had relations with someone else while he was supposed to be waiting for her since he loved her.(They have only been talking for a couple of months.) Is he just playing a head game with my sister trying to get her to have sex with him or is he being respectful of her? By the way, he has spent the night with her on several occassions. I thought she had sex with him on the down-low, but she still insists that they haven't done anything. What's the real deal with him?

He's manipulating her into giving it up.

A year? Why not "when we both feel ready"?. How do they know they will be ready in a year? Sounds like the guy is ready now and there's nothing wrong with that if your sister is ready too. It's natural progression and expression of the relationship.
The other thing though is, he "loves her" but is implying that he may have relations with others? I don't like that. Bordering on blackmail. He could have just told your sister that he has stronger feelings now and that he would like to take it further with her. That way, she could make her decision with ease.
So, yes he could be trying to have sex with her or he maybe just ending the relationship in a not too honest way.
OR, he may be respectful of her but needs to brush up on his communication skills, because it all came out wrong.
It could be anything, but the only thing that's obvious is that, he is now ready.
