Call your local teaching hospital (they are the ones that have a medical school and residency programs). I worked with an ENT (otolaryngologist) in Los Angeles who was trained in India, and he was a wonderful, and smart, doctor.
I'm not informed about the expense in India for such a procedure.
I do know that a cochlear implant can only be done surgically.
