Absolutely you can get a good workout with dumbells, a ball, and a bench!

As far as working your quads with dumbells you can do squats holding the dumbells on your shoulders or hips for added weight. It would also be a good idea to get some elastic bands. You can put it around your leg and the leg of your bench to do leg extentions and work your quads.

For your hammies, heres a 3 part exercise:
Lay on the floor and put your feet on the ball
1: bend your knees while raising your hips.
2: lower your hips
3: extend you legs while rolling the ball out, repeat

This also works your abs.
