The project is approx. 8.5 acres and will be used for a parking lot and motor pool function, with heavy loads on the area regularly.
Currently there is quite a bit of rock and gravel on the ground areas. Drainage is going to be a problem as well as the time of year. (It's fairly cold here now) Any help to include SOWs and/or techincal questions to ask the subcontractor doing the job would be greatly appreciated.

How heavy of loads? What is your typical pavmt. section? Is there standing water in the area? What is the natural subgrade soil type? How much rock and gravel is there? Is a geotextile going to be used?

If you have the material, start with a layer of geotextile, then the larger rock over the subgrade, then use 2" - 0 for at least a foot, then your leveling course and 3-4" of asphalt.

I did a log yard and used a much thicker section, as the log stackers had a higher axial load than a 747 wide body.

Have you had any soils test performed?
A test of this sort test would be helpful in identifying the weight bearing capacity of the soil that you are constructing on.
You should be sure that the ground that the asphalt is placed on is not frozen. Earth swells as is freezes. Placing the asphalt on frozen ground would result in extensive cracking when the ground thaws.
