Have a 'T' party, anyone who comes has to be dresses as something beginning with T. So for example:
Terrorist (oh how we laugh in the face of adversity!)
Tramp
Trisexual
Trolley Dolly
Tree
You get the picture, good luck!

James Bond theme. Someone could get dressed as Odd job, Jaws the guy with the metal teeth, Moneypenny, A girl could wear gold paint all over as the girl in Goldfinger but leave a space for breathing! You could play regular music but every so often James bond music which is currently being updated like Garbage or Moby. I once arranged a Halloween horror party and I wore a shirt under which was chicken giblets. A friend, on cue, cut my shirt with Freddy's clawed glove and giblets spilled onto the floor. Very effective. Obviously a James Bond theme will allow people to show off their gadgets.

Um, I had this awesome halloween party last year. We had strobe lights, fog machine, awesome music, and weird contests. It wasn't too expensive and it could fit with a birthday instead of halloween. By the way, people still talk about it so you know it will be good. Also, a really good idea for a punch is this: 2 tubs of sherbet 4 gallons of lemon lime soda Put em both in a large bowl and give it time. After a while the sherbet will melt a little and it makes for a REALLY yummy punch.

You could try a theme related to a place (my favorite is Hawaiian.) Another fun one is characters from a book, movie or TV show you both like.
The easiest way to do this is to think of things you both like and choose a few to mull over for a few months. Make your choice by the end of March to give all of the guests time to make or rent their costumes.

double acts theme. everyone pairs up with a friend or partner and they base theyre costumes to go with each other like starsky and hutch- adam and eve- ozzy and sharon-pink panther and inspector clueso etc. that way everyone will end up with a different costumes and you'll get some very strange pairs turning up.

Go for "Beauty and the Beast" !
Ladies dress up as elegant as they can, and men dress up as a beast with a tux!
I loved it when my boyfriend once dressed up as a tiger on Halloween...painted his face and all.. He looked so stylish and sexy, every girl in the party was envy!!
