Get a digital (Canon) camera. They come with a usb cord that plugs directly into the usb in your computer. Or you can get a card reader that would read the card and transfer it into the computer. You can get a nice Canon for 150 and up. It depends on the size you want. If you don't mind a little bit bigger camera you can get one that has rechargeable AA batteries or a smaller one that you can carry around you neck costs more because of the size

Most camera's come with a USB cable so you can directly attach the camera to the PC. Using this will not cost a thing obviously. Otherwise you can get a memory card reader for anywhere from $15-100 depending, and use that to read the pictures from the card to the computer.

Most cameras can plug directly into computer using usb cord, but if you have a kodak camera, you can buy a dock or a printer dock at Office Depot or Staples which allows you to set the camera on and transfer or print pictures. The docks will probably run from about 25-100 dollars. You can also buy a card reader at CVS for about 10-25 dollars to plug into your computer which you then plug your memory card into.

Most devices will have a usb cable that you connect to your pc usb ports. Windows will automatically recognize the devices and load the driver. All you need to do is open window explorer and copy the files over to your pc, just like usual. or you can use drag-and-drop. As for camera you'll need a digital camera and that's all you need. It will have the usb cable to connect to your pc. How much it's going to cost depends on many Megapixel the camera has. To get nice pictures you'll probably need at least a 4 Megapixel camera and they're pretty cheap--- under $150.

Were to start..... I am a professional photographer and have probably tried every method known to man. More or less any camera paired with any computer will work. Most cameras have usb port so you can interface(plug) them into any computer. The only problem with this is the possability of your batteries dying while downloading is a REAL problem, so now you need to have the power cord to your camera while downloading. I STRONGLY recomend a card reader, About $29 try this one. http://www.bhphotovideo.com/bnh/controller/home?O=1096&A=details&Q=&sku=353126&is=REG&addedTroughType=categoryNavigation
The number one cause of "lost" images is inconsistent power or power loss while a card is being read or written to. One of my Favorite point and shoot cameras is the canon SD600 for its cost and reliability, read about it here http://www.bhphotovideo.com/bnh/controller/home?O=8612&A=details&Q=&sku=425433&is=REG&addedTroughType=categoryNavigation
Now I go for the gold... Since 99% of people in this world only use a computer for email, photos, web and word proccessing, do your self a HUGE favor and get a MAC. It comes budled with more software than most people need, you only need to buy microsoft office. The photo managment software known as iPhoto is EASY and efficiant to use. iPhoto allows you to create books, calendars, cards and prints all from one program then submit them for printing from your home, then the are mailed directly to you. iDVD also is linked to iPhoto so you can make dvd's and slide shows...... SORRY I didnt mean to make this a mac commercial but it really is that much easier. I do not have any ties to mac I just own 5 of them and use them every day with 0 problems. I hope this little rant shed so light on your question.
