To exit Iraq, we need to find a resolution to the conflict there. Without a resolution, we only leave Iraq temporarily until the day we must return to respond to the next 9/11. However, there is an out-of-the-box resolution, in my opinion.
Iraq's existence as a single country is a farce, established by the Britains following the fall of the Ottoman Empire during WW1. Prior to British control, Iraq did not exist but were three separate provinces: One governed by the Kurds, one by the Shiites, and the third by the Sunnis. In 1936, the combined gained independence from Britain and the three factions have been struggling for power ever since.
Each faction wants to have the right to rule itself, just as it did prior to the end of WW1. Split the country back into three separate entities and allow each to rule themselves once again. With each regaining power to govern, there is no incentive to continue fighting. There are plenty of examples where redividing territories (such as Yugoslavia) and rejoining others (East & West Germany) to their pre-treaty borders have come to pass. Why not be open to this solution for Iraq?

My favorite Iraq strategy is one that I found on a military.com message board. It's very straightforward. The poster called it the "3 Step Strategy for Getting Out of Iraq"
1. Get the troops out of the way.
2. Bomb the hell out Iraq.
3. Give the survivors enough money to clean up their own d*mn country.
For those who don't approve of that theory, there's always Bush's strategy. Or lack thereof.
Seriously, though. I think that we need to see if Iraq is even interested in supporting itself. Personally, if I was in charge of Iraq, why would I want to bother taking care of my country if Big Brother America was willing to do it for me? If Iraq isn't willing to make a bigger effort, we need to get our soldiers home to their own families. If Iraq is willing to make that effort, we need to apply some pressure until they start acting on their own. If they're never going to stand up for themselves, why should we bother?
I still like the 3 step theory, personally.

An immediate phased pullout begining now. And then, bring Bush up on charges of war crimes againts the Iraqi people and all of the American troops that were slaughtered because of his thirst for Middle Eastern oil to richen the coffers of his greedy corporate sleazeball friends. Does Exxon, or Dicky Cheney's company, Haliburton, ring any bells?

we should launcha few large scale operations to sweep out some terrorists and in the process involve the iraqi forces. they will be trained and now tested. Then we can gradually exit with them standing up to pick up the slack
