Where is the flare tool in Adobe Photoshop Elements?

Question

I was told to toggle the rectangle tool but nothing is happening there? I am trying to add a flash of light to jewelry as if the jewelry was sparkling.

It's under the filter menu. Go to:
Filter > Render > Lens Flare

i believe its under filters (havent had that much experience with elements, but its there in the Photoshop CS2)
